简要规则描述：为深入贯彻习近平文化思想和习近平总书记关于公共文化服务重要指示批示精神，繁荣发展乡村文化，推动公共文化服务高质量发展，鼓励和引导“村晚”机制化、常态化、品牌化;同时也为持续打响浦东文化品牌，拟举办第四届浦东(航头)乡村音乐节暨航头“村晚”大联欢活动。通过活动的举办，积极探索更多特色化、品质化的文旅融合新模式，高标准打造文旅融合标杆项目，不断提升乡村品质和吸引力。（具体详见项目需求）
