(b)Qualification requirements to be met to implement government procurement policies: （*）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: this project is exclusively targeted at SMEs, no price discount preference will be given to SME products during evaluation.
（*）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to small and micro-enterprises;
